Changes to Loading Policy

Effective January 1, 2025, Phillips 66® Lubricants will update its Loading Policy. The changes to the Loading Policy are designed to optimize operations, reduce complexity and standardize the fee structure.  These changes will apply to order changes, cancellations, late and no-show fees, mixed pallets and rail detention fees. Please see below for an in-depth summary of the changes.

Mixed Pallet Rules: 

  • Total mixed pallets have been reduced from 8 to 5.
  • Kegs are no longer included in the wildcard pallet (only case goods and pails).
  • The maximum number of SKUs allowed on a wildcard pallet is reduced from 20 to 10. Layers will still need to be single size (e.g. all 12/1 cases, which is unchanged from the previous policy).

Order Changes:

  • Domestic Marketers will still be allowed to make changes to a submitted order on Workday 0 (the day the order is placed) and Workday 1.  The window during which the Phillips 66® Customer Service Center will be allowed to make order changes has been reduced to Workday 2 and Workday 3 after the order is submitted.  Changes made by Customer Service will still need to be approved by the plant and will incur a $250 change fee. Order changes must be submitted by 4:00 pm CST to be considered on the given workday.
  • Order change freeze: No order changes will be permitted 2 days prior to shipping date. 
  • No cancellations: Extended Lead Time (EXT) or Emergency orders cannot be cancelled once accepted by the plant.

Order Cancellations:

  • Order cancellations within 2 days of shipment will incur a restocking fee. This fee will be either $250 or 15% of the total order amount, whichever is greater. 
  • Reminder: Emergency and EXT orders cannot be cancelled after they have been accepted by the plant.

Late and No Show Fees:

  • Any late (15 minutes prior to load time) or no shows (the day scheduled to load) for the assigned load time will be charged a fee of $500.
  • If the order included a bulk specialty blend and Phillips 66® Lubricants is forced to slop the product, a fee of the cost to slop the product will be charged in addition to the $500 late/no show fee.

Rail Detention Fees:

  • A rail detention fee of $100/day will be charged after a railcar has been held beyond 7 days.
  • Fees may be different for customers that operate under a Phillips 66® rail contract agreement.  Contractual terms will apply in those situations.
